After Talks With Amit Shah, Mizoram Chief Minister On Dialogue With Assam

Assam and Mizoram have been engaged in a tense border stand-off since July 26

The boundary dispute with Assam will be resolved amicably through dialogue, Mizoram Chief Minister Zoramthanga said today after a telephonic discussion with Home Minister Amit Shah and Assam Chief Minister Himanta Biswa Sarma. He has appealed to the people of Mizoram to prevent any possible escalation of the situation.

“As per telephonic discussion with Union Home Minister and Assam Chief Minister, we agreed to resolve the Mizoram-Assam border issue amicably through meaningful dialogue,” the Mizoram Chief Minister said on Twitter.

Assam and Mizoram have been engaged in a tense border stand-off after seven people, including six Assam Police personnel, were killed and scores injured in a clash along the Mizoram-Assam inter-state border on July 26.

Both the states have refused to honour the summons that were issued by each other following the clashes. Mizoram has named Assam Chief Minister and other top officials in its FIR over the incident.

The first information report that was filed under several sections of the Indian Penal Code, including “attempt to murder”, said Assam police personnel, acting under instructions from Mr Sarma himself, refused to have an “amicable dialogue” with the Mizoram police on the day of the incident.

Mr Sarma, on his part, has asked why a neutral agency can’t investigate the matter.

“Will be very happy to join in any investigation. But why the case is not being handed over to a neutral agency, especially when the place of occurrence is well within the constitutional territory of Assam? Have already conveyed this to @ZoramthangaCM ji,” Mr Sarma tweeted.

The Assam government has received support from opposition parties in the ongoing stand-off. A 19-member all-party delegation of Assam assembly, headed by Speaker Biswajit Daimary, will visit Delhi to request the Centre to resolve the state’s boundary dispute with Mizoram at the earliest.

The two states have been at odds over the boundary for decades, but Monday’s clashes flared up over an alleged construction by Mizoram in the disputed 198-square-mile stretch on the inter-state border — Lailapur under Dhalai of Cachar district in southern Assam and Vairengte in Kolasib district of northern Mizoram.

At least five companies (total of 500 troops) of the Central Reserve Police Force have been deployed in the violence-hit regions.

Two more companies are on standby.

Babul Supriyo, the BJP’s Asansol MP who was dropped as Union Minister in the recent cabinet reshuffle, today said he is quitting politics. The Bollywood singer, however, made it clear that he was not moving to any other party, emphasising that he was a “one-team player”.

Announcing his decision to move on in a Facebook post this afternoon – mostly in Bengali, Mr Supriyo said, “I’m leaving… Alvida (farewell)”.

“….I am not going to any other party – #TMC, #Congress, #CPIM, nowhere…I am a one Team Player! Have always supported one team #MohunBagan…Have backed only BJP in West Bengal…That’s it…I am going…” he wrote.

“If you want to do social work, you can do it without being in politics…let’s organise myself a little first and then…”

Mr Supriyo said he was also quitting as MP.

The Trinamool Congress spokesperson Kunal Ghosh said the resignation was mere drama. “If he really meant it, he should have resigned and not just said he was going to do it. This is drama, like the movie Sholay.”

Firhad Hakim, Trinamool minister, felt Babul Supriyo was merely bargaining for a better deal within the party after being sidelined in the party and government.

In answer to his rhetorical question in the post, “Why am I leaving politics,” Mr Supriyo explained it was not a bid to “bargain” for a post. He urged Amit Shah and JP Nadda not to think that and thanked them for their encouragement to stay when he went to tell them he wanted to quit.

Babul Supriyo admits the loss of his position as Union Minister of State portfolio in a reshuffle earlier this month is “certainly, partially” responsible. When he was dropped, Mr Supriyo had controversially tweeted “I was asked to resign” – a tweet he later recanted.

Another reason he says was his realisation that things had changed for the BJP since 2014 when he was the sole party MP from Bengal. Now BJP is Bengal’s main opposition party, full of several Young Turks, he wrote, adding, it doesn’t need personalities anymore.

But the worst problem, Mr Supriyo tantalisingly hinted at, were his clashes with the state BJP leadership. “It is no secret there were huge differences of opinion with the leadership of the BJP in Bengal before the elections. Some of it became public because of me,” he said. But other leaders too were hugely responsible. “The infighting inside the top leadership of the party, that has hurt party workers,” he said.

BJP state chief and MP Dilip Ghosh played down the exit. “Who will do politics, when they will do politics, when they will stay or leave… I have nothing to say to that… That is their right… But has he resigned… You can make the news… but let us see what happens… He is in Lok Sabha, he is a fellow worker and an MP. Has he given a resignation letter? I don’t know anything about this.”

One of the key issues with the BJP leadership was the entry of the former Trinamool mayor of Asansol into the BJP just before the elections. Jitendra Tiwari and Babul Supriyo were always at daggers drawn and the Asansol MP had strongly opposed Mr Tiwari’s entry into BJP. But in vain.

Jitendra Tiwari was fielded by the BJP in the Pandaveswar Assembly. He lost. But then so did Babul Supriyo. The sitting BJP MP was fielded from the Tollygunge constituency in south Kolkata. He lost by around 50,000 votes.

In conclusion, Mr Supriyo likened his latest move to his shift in his career earlier: “I did the same in 1992 while leaving the job at Standard Chartered Bank and fleeing to Mumbai, today I did the same.”

After his Facebook post this afternoon, Mr Supriyo has been incommunicado. With the state BJP leadership insisting he was still very much a part of the party, the last word on Babul Supriyo’s “resignation” may not have been said. But now question the singer turned politician’s political career has suddenly hit a sour note and gone out of tune.

“This is a BIG punch. You continue to make us proud #LovlinaBorgohain and keep India’s flag high & shining at #TokyoOlympics2020,” Mr Sarma tweeted.

The win has also assured India of at least a bronze medal.

“Lovlina has entered the Semi Finals! Well done @LovlinaBorgohai, what an amazing news for India to wake up to today! We’ve been glued to the tv screen watching you in action!” tweeted Sports Minister Anurag Thakur.

Lovlina will now take on top seeded Busenaz Surmeneli of Turkey in the semi-final bout. With her historic win, Lovlina became only the second Indian female boxer after Mary Kom to clinch an Olympic medal.

Businessman Anand Mahindra, celebrating her win, implored her to get India a “shinier medal”.

“You’ve made us greedy @LovlinaBorgohai Feel the power of a billion wishes in every punch of yours…and get us a shinier medal…,” tweeted Mr Mahindra.

Last week, weightlifter Mirabai Chanu, 26, had won India’s first-ever silver medal in the weightlifting discipline at Olympics. The weighlifter from Manipur had clinched the silver with a total lift of 202kg (87kg Snatch and 115kg in clean and jerk).

Amid heightened speculations about Karnataka Chief Minister BS Yediyurappa’s exit, state minister Murugesh Nirani arrived in the national capital on Sunday apparently to meet BJP leaders, party sources said.

People close to Mr Nirani, however, claimed he is on a personal visit to the national capital.

Earlier in the day, when Mr Yediyurappa was asked about his future, he said he would take an appropriate decision once he receives directions from the party high command on his continuation in the post.

“By evening once it comes, you will also get to know about it. Once it comes I will take an appropriate decision,” the 78-year-old BJP leader said in response to a question on whether the directions from the high command were expected today.

The Lingayat strongman said he will abide by the party’s decision and his “lone target” would be toiling for the next two years and bringing the BJP back to power in Karnataka, where Assembly elections are due in 2023.

Mr Nirani, the Minister for Mines, hails from the Lingayat community like Mr Yediyurappa and is being seen as one of contenders for the chief ministerial post along with BJP general secretary CT Ravi, Home Minister in Karanataka government Basavaraj Bommai and Union minister Pralhad Joshi.

Meanwhile, over 500 Veerashaiva-Lingayat seers from different parts of Karnataka on Sunday demanded that Mr Yediyurappa should be allowed to continue in office.

Maharashtra deputy Chief Minister Ajit Pawar said on Wednesday that he was of the view that those who have received both the jabs of coronavirus vaccines should be allowed to “go out”.

He was going to discuss this issue with Chief Minister Uddhav Thackeray, he told reporters.

“In my opinion those who have received two shots of COVID-19 vaccines should be allowed to go out, in a phased manner. I will speak with the CM on this subject in the next two days,” he said.

Mr Pawar, however, did not elaborate on what exactly he meant by “going out”.

While restrictions induced by the pandemic vary across the state, there is no curfew. In Pune and some other districts people are not allowed to visit tourist spots.

The deputy chief minister conceded that not everyone may agree with him.

“Different institutes put forth their views, people from the medical fraternity have different views. Some people say the next 100 to 120 days are very crucial and everyone should follow the rules in true letter and spirit during this period,” he said.

Asked about the tardy pace of vaccination in Pune district, Mr Pawar said the pace had not slowed down but it depends on the availability of the vaccines and it is the Union government which supplies them.

“The Chief Minister in every video conference with the prime minister raises the demand for supply of vaccine doses in proportion with the state’s population,” he said.

Earlier it was told (by the Centre) that the production of vaccines would be ramped up and the states will receive the doses in sufficient quantity in July, but this has not happened so far, Mr Pawar claimed.

People are now coming forward to take the vaccine and there is no “vaccine hesitancy” which was a good development, he said.

Speaking about the Pegasus spyware row, Mr Pawar said measures such as phone tapping could be used against a person who is a threat to national security, but under the protection of laws enabling them, innocent people are being targeted.

People must know what exactly happened and in whose tenure, the NCP leader said.

UK's Boris Johnson Exposed To COVID-19, To Self-Isolate When Not Working

British Prime Minister Boris Johnson and his finance minister Rishi Sunak will be limited to working from their offices and subject to daily COVID-19 testing after being identified as a contact of someone who tested positive for the virus.

Health minister Sajid Javid on Saturday said he had tested positive for COVID-19.

“The Prime Minister and Chancellor have been contacted by NHS Test and Trace as contacts of someone who has tested positive for COVID,” a statement from Johnson’s Downing Street office said on Sunday.

Typically, anyone identified as a contact by the tracing scheme would be required by law to self isolate for 10 days.

However, the government’s two most senior ministers will instead take part in a pilot study that allows them to continue working from their offices, and only self-isolate when not working.

“They will be participating in the daily contact testing pilot to allow them to continue to work from Downing Street,” Downing Street said. “They will be conducting only essential government business during this period.”

Britain will remove almost all its remaining coronavirus restrictions on Monday, even as the country faces a new wave of COVID-19 cases. Minister argue that the vaccination programme has largely broken the link between cases and mortality.

The surge in cases is causing problems for employers though, with more than half a million people told to self isolate in the week to July 7 because they had been exposed to the virus.

The pilot scheme that exempts Johnson and Sunak is currently running in 20 workplaces, including transport and immigration infrastructure, and eligibility is assessed on a case by case basis.

The study is designed to look at whether daily contact testing is an effective way of identifying new cases and whether it has any impact on transmission of the virus.

In mid-August, Britain plans to change its rules on self isolation to exempt those who have been double vaccinated from the requirement to stay at home for 10 days.

Minister Calls Saudi Arabia To Convey Concerns Over High Oil Prices

New Delhi:

Petroleum Minister Hardeep Singh Puri on Thursday called Organization of the Petroleum Exporting Countries kingpin Saudi Arabia to convey India’s concerns about high oil prices which have pushed fuel rates to a record high.

A day after he spoke to his UAE counterpart, Mr Puri spoke to Prince Abdul Aziz bin Salman Al Saud, Minister of Energy of Saudi Arabia. He had on Saturday spoken to his Qatari counterpart.

“Saudi Arabia is a central player in the international energy market,” he tweeted. “I conveyed my desire to work with His Royal Highness Prince Abdulaziz to bring greater predictability and calm in the global oil markets, and also to see hydrocarbons become more affordable.”

Mr Puri described his discussions with the Saudi Minister as “warm and friendly”.

The discussions focused “on strengthening bilateral energy partnership and developments in the global energy markets,” he said.

“Highlighted the crucial role of Saudi Arabia in rapidly growing energy needs of India in the coming years, and my strong desire to work with His Royal Highness to further diversify our bilateral strategic energy partnership beyond buyer-seller to see greater two-way investments.”

As fuel prices climbed to a record high, Mr Puri has started dialling oil-producing nations to impress upon them for a need to make prices affordable for consumers.

Mr Puri, who last week called Energy Minister of Qatar, on Wednesday dialled his counterpart in the UAE, Sultan Ahmed Al Jaber.

OPEC, Russia and several other allies in a production accord could not reach an agreement earlier this month on output quotas for August and possibly beyond. Expectations were that the alliance may agree to raise production by 500,000 to 700,000 barrels per day but the decision was postponed as the UAE differed on the baseline for such output increase.

India is the world’s third-largest consumer of crude and OPEC nations such as Saudi Arabia have traditionally been its principal oil source. But OPEC and OPEC+ ignoring its call for easing of supply curbs, had led India to tap newer sources to diversify its crude oil imports.

Jyotiraditya Scindia, New Aviation Minister, Has 'Good News' For Madhya Pradesh

New Delhi:

Jyotiraditya Scindia, the newly-sworn-in Union Civil Aviation Minister, today shared a “good news” for the people of his home state, Madhya Pradesh. The state, he said, will have eight new flights July 16 under the UDAN scheme which is focused on connecting smaller airports with the rest of the country.

The new flights will be operated by SpiceJet, he said, tagging the airline in his Twitter post as he made the announcement.

The Civil Aviation Ministry and the aviation industry are committed to taking the UDAN scheme to greater heights, the minister said.

The government has set a target of operationalising 100 unserved and underserved airports under the UDAN scheme, Hardeep Singh Puri, who held the Aviation Ministry before Mr Scindia, had said earlier this year. The government also plans to start at least 1,000 air routes under the scheme which is focused on connecting smaller airports, he had said.

Jyotiraditya Scindia, who joined the BJP last year after leaving the Congress, took charge as the 33rd Civil Aviation Minister on Friday. He took charge in the presence of Mr Puri.

Jyotiraditya’s father, Madhav Rao Scindia, was also the Civil Aviation Minister in the early 90s under Prime Minister P V Narasimha Rao.

As new Civil Aviation Minister, Mr Scindia will see the divestment of the national carrier Air India due to the huge losses by the airlines. He will also be expected to take a call on the privatising of loss-making airports and initiate ways to boost the pandemic-hit avaiation sector.

Prime Minister Narendra Modi’s cabinet reshuffle, the first in his second term, will be announced at 6 pm. At least 14 new ministers are likely to join the government and at least three ministers of state are expected to be promoted.

Here are 10 developments in this big story:

  1. Jyotiraditya Scindia, Sarbananda Sonowal, Bhupendra Yadav, and Meenakshi Lekhi are set to join the government. They were among 17 people who visited PM Modi’s residence ahead of the revamp.

  2. Ministers of State  Anurag Thakur, Purshottam Rupala and GK Reddy, who also met with PM Modi, are likely to be promoted.

  3. More allies will join the government in this round – RCP Singh (Janata Dal United), Pashupati Paras (Lok Janshakti Party) and Anupriya Patel (Apna Dal), to name some.

  4. The new cabinet will be the “youngest-ever” in India’s history, top government sources say. The shake-up is also expected to bring in a greater share of ministries for OBCs (Other Backward Class).

  5. There will be more women ministers and special representation will be given to those who have administrative experience, say the sources.

  6. Government sources also say the revamped cabinet will include “PhDs, MBAs, post-graduates and professionals”, to bring up the average education level.

  7. The reboot will also focus on regions within states, with an eye on polls in five states next year and the 2024 national election.

  8. A new “Ministry of Cooperation” has been created to “strengthen the cooperative movement in the country”, according to the government.

  9. Ahead of the cabinet changes, Union Social Justice Minister Thawarchand Gehlot was elevated as Governor and several Governors were shifted yesterday.

  10. The Union Cabinet, which can have 81 members, currently has 52 ministers. This means 29 ministers can be added.

Ex-Union Minister PR Kumaramangalam's Wife Murdered At Delhi Home: Cops

New Delhi:

Former Union Minister PR Kumaramangalam’s wife was murdered last night at her Delhi home, police said.

Kitty Kumaramangalam, 67, was found dead at her house in south Delhi’s Vasant Vihar. She was suffocated to death with a pillow, as per the initial probe.

On Tuesday, at around 9 pm, Ms Kumaramangalam was alone at her home with her house help when a washerman (dhobi), who worked for her, barged into the house – along with two other men – with an intent of robbery, police said.

He held the home help hostage in a room, then attacked Ms Kumaramangalam, and murdered her, officials added.

Police was informed at around 11 PM. While the main accused has been arrested, two others, who helped him, are still missing.

Kitty Kumaramangalam had served as a Supreme Court lawyer. Her husband was first elected to Lok Sabha in 1984, and had served as Union Minister of State, Parliamentary Affairs and Law, Justice and Company Affairs between 1991 and 92, Parliamentary Affairs Minister between 1992 and 93, and as the country’s Power Minister in 1998.

“The incident happened at around 9 pm when the house help opened the door for the family’s washerman (dhobi). When the help opened the door, he overpowered her, dragged her to one room and tied her. In the meantime, two other boys entered and overpowered Kitty Kumaramangalam. They suffocated her to death using a pillow,” Ingit Pratap Singh, Deputy Commissioner Police (DCP), Southwest Delhi, was quoted as saying by news agency ANI.

“We received the call at around 11.00 pm. After which teams were formed. Some briefcases were found open at the scene of the crime. Police have picked up the accused – Raju (24) – from his residence in Bhanwar Singh Camp in Vasant Vihar. He has revealed two other names,” the police officer said.
